The Regulated Substances Authority is a statutory entity created by the Regulated Substances Act (No. 26 of 2023). The organization is geared at establishing and overseeing an administrative framework for regulated substances in Saint Lucia. The RSA is responsible for developing legislation to establish a cannabis industry and regulate the safety of radiation in Saint Lucia. This includes the Cannabis and Industrial Hemp Bill and the Radiation (Safety and Security) Bill, both of which will be open for public comment soon, with enactment expected in early 2025. The RSA will also oversee regulations for substances like petroleum, alcohol, explosives, pesticides, and toxic chemicals.

In March 2025, the Regulated Substances Authority (RSA) embarked on a comprehensive public outreach initiative, conducting island-wide consultations in key districts including Castries, Anse La Raye, Gros Islet, Vieux Fort, Dennery, Soufriere, and Babonneau. These crucial sessions provided a platform for Saint Lucian citizens to engage directly with the RSA, offering invaluable feedback and insights on the proposed Cannabis and Industrial Hemp Bill. This direct engagement facilitated a deeper understanding of public concerns and perspectives, ensuring that the final legislation reflects the needs and aspirations of the community.
