Who are we?

The Regulated Substances Authority (RSA) was established under the Regulated Substances Act No. 26 of 2023 to serve as the national body responsible for overseeing the regulation of substances in Saint Lucia. The Authority plays a central role in developing and enforcing legislation for a range of regulated substances, including cannabis, radioactive materials, petroleum and explosives.

Foster a regime to adequately regulate substances through sensitization, sector development, partnership and innovation to enable economic opportunities and improve the standard and quality of life in Saint Lucia.

Dylan Norbert-Inglis

Dylan Norbert-Inglis

Chief Executive Officer

Dylan was born and raised in St. Lucia. After completing his studies at the Saint Mary’s College and Sir Arthur Lewis Community College respectively he enrolled at the University of the West Indies (Cave Hill Campus), where he later obtained a Bachelor's of Law Degree. He went on to pursue his Legal Education Certificate at the Hugh Wooding Law School in Trinidad and Tobago, where he graduated with distinction before being called to the St. Lucian Bar in October, 2011. Dylan joined the law firm of Theophilus, Pierre and Mondesir later to become Lorne Theophilus Chambers where he frequently appeared before the Magistrates Court and High Court of St. Lucia. Dylan left private practice in 2015 to explore regulatory governance in the financial sector. Throughout 2016 Dylan serve as a Project Manager and Managing Consultant for a Midsized Credit Union. Dylan then migrated to Canada where he served as a Legal Consultant. In 2019 Dylan returned to Saint Lucia to serve as the Legal Officer for the Ministry of Commerce, International Trade, Investment, Enterprise Development and Consumer Affairs, later reformed to the Ministry of Commerce, Manufacturing, Business Development, Cooperatives and Consumer Affairs. Since his return to Saint Lucia Dylan was called to the Bar of Guyana, served as a lecturer at the Sir Arthur Lewis Community College, became an accredited Director and founded and co-founded a number of personal private ventures. Dylan has also served in various capacities on a number of public, quasi-public, private and regional bodies, including the Saint Lucia Cannabis Taskforce, the Saint Lucia Football Association Appeals Tribunal, ASTM Committee 34, the national Consumer Affairs Tribunal and the Caribbean Cannabis Forum. Since 2020 he has been at the forefront of the development, revision and implementation of the regime for regulated substances including Cannabis and Radiation. In December 2024 Dylan was appointed as the first CEO of the Regulated Substances Authority (RSA) of Saint Lucia. At the RSA he is tasked with implementing a regime for cannabis on the island and revising and overseeing the regimes for radiation, alcohol, petroleum, explosives, pesticides and toxic and hazardous chemicals.

Kurt Harris

Kurt Harris

Chief Technical Officer

Kurt Harris is the Chief Technical Officer at the Regulated Substances Authority (RSA) of Saint Lucia, where he provides strategic leadership in technical regulation, compliance, and innovation across multiple high-risk sectors. He is also the current President of the Association of Professional Engineers of Saint Lucia (APESL), championing engineering excellence and professional standards. Kurt Harris is an accomplished engineer, educator, and sustainability advocate with expertise in energy efficiency, renewable energy systems,and technical innovation. He holds an MSc in the Design of Energy Efficient Buildings and a BEng in Telecommunications and Electronics Engineering. His career blends technical expertise with institutional leadership and sustainable development. Previously at the Sir Arthur Lewis Community College (SALCC), Kurt served in several senior roles, including Acting Vice-Principal, Dean of Academic Partnerships and Internationalization, and Dean of the Division of Technical Education and Management Studies. In these capacities, he expanded SALCC’s international partnerships, led infrastructure modernization, increased non-traditional revenue streams, and enhanced community engagement. He also oversaw the installation of a 25 kW solar PV system and led student teams in developing community-focused technological solutions, including automated greenhouses, smart sewer controls, and solar-powered car air conditioning systems. A committed engineering consultant, Kurt advises on renewable energy systems, indoor air quality, and energy efficiency. He is a former President of the Saint Lucia Agriculture Forum for Youth (SLAFY), where he co-designed and led the development of a Sustainable Charcoal Production System funded by the Global Environment Facility (GEF SGP). A strong advocate for youth inclusion, volunteerism, and culturally rooted education, Kurt believes that sustainable national development must be led by institutions and leaders deeply embedded in the social and cultural fabric of their communities.

Chameil Joseph-Pierre

Chameil Joseph-Pierre

General Counsel and Corporate Secretary

Chameil Joseph-Pierre was appointed as the first General Counsel and Corporate Secretary of the Regulated Substances Authority in December 2024. She holds an LLB (Hons) Law degree from the University of Sussex, completed the Bar Professional Training Course at the City Law School in London, and in 2013 was called to the Bar of England and Wales by the Honourable Society of Lincoln's Inn and in Saint Lucia. Her 13-year legal career spans primarily government and statutory bodies. Formerly an Associate at Leevie Herelle & Associates, where her main practice areas were commercial, corporate, employment and family law, she went on to serve as Legal Officer at the Ministry of Home Affairs and National Security, providing advice on legal and institutional matters and drafting policies and guidelines approved by the Cabinet of Ministers. Mrs. Joseph-Pierre is a pioneer in the establishment of Saint Lucia's Citizenship by Investment Programme as its first Legal Officer and Corporate Secretary from 2015 to 2023, wherein she implemented a robust legal, governance and risk framework for the Programme. A corporate governance specialist and Accredited Director of the Chartered Governance Institute of Canada, she holds certificates in Risk Assessment from the Association of Certified Anti-Money Laundering Specialists (ACAMS) and has been extensively trained in money laundering, illicit finance and criminal and terrorist networks by The World Bank and the Organization of American States. She has contributed to significant legislative development and reforms, with strong expertise and passion for good governance, policy development and international representation.

Sheena Roserie

Senior Inspector

Sheena Roserie is a Senior Inspector at the Regulated Substances Authority (RSA) with over a decade of experience in regulatory compliance, inspections, and quality assurance within the public sector. She has a strong background in enforcing national and international standards, conducting risk-based inspections, and supporting regulatory frameworks that protect public health, safety, and the environment. Prior to joining the RSA, Sheena served as a Compliance Standards Officer at the Saint Lucia Bureau of Standards, where she was responsible for inspecting goods, services, and operational processes for conformity with established standards. Her work included conducting investigations, supporting conformity and technical competence assessments, advising regulated entities on compliance requirements, and contributing to the development and implementation of compliance and quality control programmes. Her technical background in Information Technology enhances her ability to analyze data, support inspection systems, and contribute to evidence-based regulatory decision-making. Sheena holds a Bachelor of Arts in Information Technology and an Associate Degree in Computer Systems Engineering. She has received professional training in ISO 9001, ISO 17020, HACCP, food safety, radiation and substance-related regulatory principles. Recognized for her professionalism, attention to detail, and leadership, Sheena is committed to strengthening regulatory oversight, promoting compliance, and supporting the effective implementation of legislation within Saint Lucia's evolving regulatory environment.

Accountant

Rachelle Scott-Francis serves as the Accountant at the Regulated Substances Authority and is an experienced finance professional with a strong background in public-sector financial management, quality management, internal controls, and audit preparation. She has led end-to-end accounting operations, supported board-level reporting and decision-making, and managed complex financial structures. She is passionate about strengthening governance, improving financial systems, and ensuring transparency, compliance, and long-term sustainability.

Compliance Officer

Raquel Wilson is a Compliance Officer at the Regulated Substances Authority (RSA), where she supports regulatory oversight, organizational compliance, and stakeholder coordination. She brings a Bachelor’s degree in Computer Science and a strong professional background spanning administration, corporate communications, and project coordination. In her role, Raquel ensures adherence to regulatory frameworks while contributing to the development of compliance processes and reporting mechanisms. Her expertise includes policy support, document control, and cross-departmental collaboration, reinforcing operational efficiency and organizational accountability. Raquel’s professional experience extends beyond compliance, with demonstrated skills in executive administration, project and event management, and digital communications. She is proficient in utilizing tools such as Adobe Suite to support brand development and has successfully managed social media strategies to strengthen stakeholder engagement. Her career trajectory highlights a blend of technical knowledge, regulatory insight, and organizational management. With proven success in both public and private sector environments, Raquel is transitioning toward advanced opportunities in project management and IT support, where she can integrate her analytical skills, process-driven mindset, and commitment to operational excellence. She is passionate about leveraging technology and structured methodologies to deliver measurable outcomes aligned with institutional goals.

Mr. Darius Christopher serves as an Inspector at the Regulated Substances Authority, bringing a multifaceted professional background spanning the aviation and financial sectors. He began his career in aviation dispatch services, where he cultivated a disciplined approach to operational precision and safety protocols. Subsequently, Mr. Christopher dedicated over a decade to the banking industry, where he acquired substantial expertise in regulatory compliance, risk management, and customer service excellence. In his most recent managerial leadership role, he was entrusted with the oversight of a high-volume banking branch, where he was responsible for ensuring adherence to compliance protocols while maintaining operational efficiency and client satisfaction in a dynamic environment. Mr. Christopher has since transitioned to the Regulated Substances Authority (RSA), where he applies his regulatory compliance knowledge in support of the Authority’s mandate. He is committed to upholding the highest standards of safety, certainty, and success in the regulation of controlled substances.

Shani Victorin is an inspector at the Regulated Substances Authority. Known for her discipline, integrity, and commitment to excellence, Shani has spent over a decade as a science educator and fitness instructor helping individuals reach their personal and professional goals through structure, accountability, and perseverance - qualities that now define her approach to regulation. She brings a unique perspective to the role, combining her experience in coaching and leadership with a sharp focus on compliance, fairness, and public trust. Whether in the classroom, in the gym or in the field, Shani is driven by a passion for high standards and community well-being.

Jervaughn Lewis is a Technical Field Officer at the Regulated Substances Authority with a professional background in building maintenance and infrastructure management. He brings extensive expertise in facility management and operational readiness, supporting RSA’s enforcement, compliance monitoring, and field operations with a strong focus on safety, structure, and procedural integrity.

Kymberlie St. Juste

Scientific Research Consultant

Kymberlie St. Juste is the Scientific Research Consultant at the Regulated Substances Authority, responsible for establishing and leading the scientific framework for the regulation of medicinal cannabis in Saint Lucia. She works closely with the cannabis technical team, contributing scientific insight to regulatory development, research initiatives, and technical evaluations. She holds a Bachelor’s degree in Biochemistry and brings experience in science education, medical laboratories, and analytical research environments. Kymberlie is familiar with standard laboratory protocols and a range of analytical techniques, with a strong foundation in scientific methodology and quality practices. Passionate about science and innovation, she is recognized for being meticulous, proactive, and results-driven. She works effectively in team-based settings and is committed to supporting evidence-based regulation and advancing scientific standards within the regulated substances sector.

Phil Henderson

Phil Henderson

Marketing Consultant

Phil Henderson serves as Marketing Consultant of the RSA, where he leads strategic communications, public engagement and brand positioning initiatives in support of the Authority’s regulatory mandate. He holds a Bachelor’s Degree in Computer Information Systems and multiple certifications in Marketing, Public Relations, Social Media Management and Digital Marketing. Phil began his professional career in Information Technology, rising to IT Manager in 2012, before transitioning into the marketing and communications sector in 2015. Over the past decade, he has built one of the Caribbean’s premier digital marketing agencies, leading high-impact campaigns across public and private sector organizations and serving as Marketing Lead, PR Lead and Marketing Manager for multiple institutions. In 2022, Phil was elected Public Relations Officer of the National Consumer Association of Saint Lucia and subsequently served on Saint Lucia’s inaugural Consumer Protection Council, advocating for transparency, accountability and consumer rights. A committed consumer rights advocate, he stepped away from his previous executive role in 2025 to dedicate his expertise to advancing the communications and public sensitization objectives of the Regulated Substances Authority.

Tawana Sifflet holds a degree in Biomedical Science with a minor in Public Health, with experience in public health research related to population health and regulatory outcomes. Her academic training provides a strong foundation in biological mechanisms, evidence evaluation, and health risk assessment relevant to substance regulation. In addition, she brings over five years of experience in banking, where she developed strong analytical, financial, and client-focused skills. This interdisciplinary background allows her to approach substance regulation with a balanced perspective that integrates scientific rigor, public health impact, and regulatory compliance.

Sheralyn Sextius-Mathurin

Sheralyn Sextius-Mathurin

Executive Secretary

Sheralyn Sextius-Mathurin is the Executive Secretary at the Regulated Substances Authority of Saint Lucia. She provides administrative and executive support to ensure the efficient functioning of the Authority. In this role, she is responsible for coordinating meetings, preparing agendas and minutes, managing executive schedules, handling confidential correspondence, and supporting consultation and stakeholder engagement activities. Sheralyn brings over eight years of progressive administrative experience within both academic and public sector environments. Prior to joining the Authority, she served as Departmental Secretary at Sir Arthur Lewis Community College, supporting multiple departments including Academic Partnerships and Internationalization, Hospitality Studies, and Mechanical and Electrical Engineering. Her work involved coordination of institutional partnerships, preparation of memoranda of understanding, event and project logistics, student administration, and liaison with local and international stakeholders. Recognized for her discretion, organizational skills, and attention to detail, Sheralyn is committed to supporting strong governance, operational efficiency, and professional standards within public sector institutions. She is passionate about contributing to structured administrative systems that enhance institutional performance and service delivery.
